McClintock Will Not Share Senate Presidency With Rossello

SAN JUAN (AP) – Senate President Kenneth McClintock said he will not negotiate an agreement with Pedro Rossello to share the post during his term.

McClintock rejected the possibility of a pact with Rossello similar to the Viera-Colberg agreement. Rossello was certified Monday as the senator-elect from Arecibo to fill the seat vacated by Victor David Loubriel.

"There has been no negotiation, nor is there room for any," McClintock told a newspaper.

In 1980, NPP Angel Viera Martinez and PDP Severo Colberg Ramirez reached an agreement to share the presidency of the House for a term.


Toledo Passes Salary Question To Budget Office

SAN JUAN (AP) – Designated Police Superintendent Pedro Toledo on Tuesday said he supports the bill that would increase salaries of his agents, but he passed the ‘hot potato’ question to the Office of Management and Budget.

"As superintendent of the Puerto Rico Police, I agree with and support a deserved raise in for members of the rank and file police … However, I think it is worthy to recommend that the OMB must be consulted to determine the availability of necessary funds to be able to award the proposed bonuses," Toledo said to the House Committee on Budgets and Allocations.

According to Toledo, the project that proposed salary increases for the police will have a total accumulated impact of $225 million up to 2010.

But he warned that the bill does not consider a possible raise in the number of agents recruited and will not make provisions for the payments of overtime the agents usually work.

Governor Is Asked To Prevent Justice Expansion In Miramar

SAN JUAN (AP) – The Miramar Residents Association on Tuesday asked Gov. Anibal Acevedo Vila to fulfill his campaign promise to avoid the expansion of the Justice Department, and declare the area a historic zone.

The president of the association, María de Lourdes Jiménez, said the request was motivated by statements made by designated Justice Secretarty Roberto Sanchez Ramos, that he will evaluate for a long period the possibility of expanding the agency’s headquarters in Miramar.

"I ask you with the most haste to make good on your promise to withdraw the expansion project for the Justice Department in Miramar that has caused so much unease in our community and take the necessary steps to relocate the agency headquarters in a more adequate location," the request letter said, in which she also asked for a meeting with the governor.

Jimenez said the Popular Democratic Party platform, as well as that of the New Progressive Party, had promised to prevent the expansion of the Justice Department’s headquarters in that area of the city.


Vega Borges Suggests Rossello "Change His Attitudes"

SAN JUAN (AP) – Former legislator and mayor of Toa Baja, Anibal Vega Borges, has suggested that defeated gubernatorial candidate Pedro Rossello modify his conduct if he still is interested in presiding over the Senate.

Also, he asked that Rossello make a statement before he enters the Senate that he will not run again for governor in the 2008 elections.

According to press reports, Vega Borges recommended that the former governor, "change his attitudes" because they "are not favorable for the people of Puerto Rico."

"He (Rossello) has a lot he can do for the people of Puerto Rico. But he must come (to the Senate) to work and not to fight with (Governor) Anibal Acevedo Vila, this is not the proposition. Also, he must make it public that he will not be a candidate for governor in 2008. This also will help him become president of the Senate," Vega Borges said.


NPP Senators Meet To Discuss Cabinet Nominees

SAN JUAN (AP) – The Senate caucus of the New Progressive Party (NPP) met Monday to discuss work processes, but allegedly did not discuss the eventual arrival of NPP President, Pedro Rossello, to the Senate.

According to Sen. Norma Burgos, at the meeting they mainly discussed work related to the confirmation of Cabinet nominees.

Burgos said the group evaluating the nominees must "give reports to the committees that have the power to evaluate the candidates … and the reports after are going to be shared with the spokesperson for the minority."


Government Agencies Ordered To Limit Publicity Budgets

SAN JUAN (AP) – Governor Aníbal Acevedo Vilá gave an order on Sunday to control publicity budgets in government agencies and facilities.

The order states that all agency heads should not grant or amend professional services contracts or hire publicity consultants without proper authorization from Chief of Staff Aníbal José Torres.

The order does not apply to the University of Puerto Rico, the Comptroller’s Office, the Government Ethics Office or the State Elections Commission, said La Fortaleza in a press release.


U.S. Will Continue To Seek Death Penalty For Crimes In PR

SAN JUAN (AP) – The U.S. government will continue to recommend the death penalty in Puerto Rico for people convicted of federal crimes to which the punishment applies, the U.S. District Attorney for the island, Humberto Garcia, said Monday.

"We are going to continue recommending it, as we are directed by the Justice Department, in all the cases where the death penalty is a possibility. The final decision is made by the United States Secretary of Justice," Garcia said.

Federal Judge Juan Perez Gimenez has before his bench a case in which the death penalty has been requested for Lorenzo Catalan Roman and Hernando Medina Villegas, who allegedly killed a private security guard during an assault in March 2002.
