Kupka, who leads Bush's campaign in Puerto Rico and other territories, said they will invest resources and efforts on the island to insure that Bush win the local election, in anticipation that the election will be tight and Puerto Rico could count at a national level. Pedro Rossello said Tuesday that writing "Peace for Vieques" on the presidential ballot will only show that Puerto Ricans don't know how to exercise their right to vote. "What it can do is show that here on the island there are a number of people that don't know how to vote because it would be the second electoral process in which the voting results don't solve anything, and in my consideration, that sector of the population is not ready to make any decision," said Rossello in direct reference to the 1998 plebiscite results in which the majority voted for the fifth column or the "none of the above choice." Meanwhile, House Speaker and Republican Party National Committeeman Edison Misla Aldarondo said because of the island's high voting percentage, the "few" ballots of protest would have no effect on the result of the voting process. According to Misla Aldarondo, Puerto Rico has one of the highest voting participation percentage in the world, 85% compared to U.S.' 48%. "If 60% of the population votes for the president, it is a much more powerful message than the one sent if a few people decide to protest their ballots," Misla Aldarondo said. ******* PIP's Martin Heads List Of Senate Candidates Chosen In Survey September 26, 2000 SAN JUAN (AP) - Puerto Rican Independence Party (PIP) Senate candidate at-large Fernando Martin holds the lead position in a survey carried out by Precision Research for a local newspaper, on top of incumbent New Progressive Party (NPP) and Popular Democratic Party (PDP) members. This marks the second postponement of the hearing, in which Rep. John Doolittle (Rep-CA) plans to underscore the inherent "contradictions" of Puerto Rico 's commonwealth status . Doolittle, who favors a "permanent union" between the island and the United States, is opposed to Puerto Rico 's current status , which places it under the control of the U.S. Congress. ******* Navy Continues To Find Alternatives To Vieques For Practice September 23, 2000 SAN JUAN (AP) - The U.S. Navy continues the search for a substitute for Vieques as an alternative for training in case the Viequenses vote against the Navy's stay in the island municipality, said Cmdr. Brian Cullin, spokesman for Secretary Richard Danzig. Cullin, in published reports, said Danzig has twice requested the Naval Analysis Center to again study possible alternatives. As of now, the Center has not found an alternative. He said it is "highly improbably that we find an alternative that could substitute for Vieques 100%.
