Noriega Doesn’t Think Justice Will Take Action On PRIIF September 13, 2004 SAN JUAN (AP) – David Noriega said on Monday that he did not have hope the Justice Department would take action in the Puerto Rico Industrial Incentives Fund case during the remainder of his term. The former chairman of the Blue Ribbon Committee said the new Justice Secretary, William Vazquez Irizarry, " is frightened all the time," and "he won’t dare do anything." Noriega said it will be the Federal Court that has to take action on the case, in which the creation of the controversial fund allegedly cost the treasury $900 million. "I have no trust in the (state) Justice Department," Noriega said in a radio interview. Noriega also said the former secretary of justice and now Supreme Court Associate Judge Anabelle Rodriguez, " is not very different" from the officials of the agency under the NPP administration of Pedro Rossello. Cotto Wins WBO Junior Welterweight Title September 12, 2004 SAN JUAN, Puerto Rico (AP) -- Undefeated Miguel Cotto won the vacant WBO junior welterweight title Saturday night, stopping Kelson Pinto in the sixth round. Showing power and precision, Cotto attacked from the start with sharp left hooks to the face and displayed poise in his first tittle fight in front of his countrymen. The knockout came at 2:28 of the sixth, after a left hook and a series of combinations in a corner sent the Brazilian face first to the canvas. Pinto beat the count, but was visibly hurt and his corner stopped the fight. ``He came out strong, but we imposed our plan,'' said Cotto, who improved to 21-0 with his 17th knockout. It was the first loss in 21 fights for Pinto, who had defeated Cotto twice in amateurs bouts. In the other title fight, Puerto Rican Daniel Santos retained his WBO junior middleweight title in a split decision over Antonio Margarito. Proposal To Exclude PR From Tax Credit Is Rejected September 10, 2004 SAN JUAN (AP) - The executive director of the office of resident commissioner Anibal Acevedo Vila, Paul Weiss, said the U.S. Treasury Department shelved a proposal to exclude Puerto Rico from the limited profits that it receives from the child tax credit. "They sent us a statement confirming that it did had not changed," Weiss told a newspaper. U.S. Congress has under final analysis, in a joint committee of the federal House and Senate, the extension of the profits from the child tax credit. It presented last February the proposal for fiscal year 2005, the federal Treasury has suggested eliminating in Puerto Rico the enforcement of the federal credit for dependent children, which applies here to families that have three or more children, income that does not exceed $110,000 and they claim a reimbursement from the federal government. PDP Asks 127,000 Lapsed Voters For Support September 10, 2004 SAN JUAN (AP) – The Popular Democratic Party (PDP) rejected the idea that it sent 127,000 letters asking for the support of voters who did not participate in the 2000 elections because the party was unsure of victory in the November elections. The undersecretary of the PDP, Roberto Llavina, said that the letters, send between August and September, were not linked to expressions of the party’s candidate for governor, Anibal Acevedo Vila, who said that this week neither he nor his New Progressive Party opponent, Pedro Rossello, had sufficient votes to win the election. "For nothing. This effort began long before those statements. This is an exercise that the Puerto Rico Independence Party makes, the New Progressive Party and the State Election Commission, to spend a certain amount of money in informing the island," Llavina said, according to press reports. Statehood Movement Choosing Between Acevedo Vila, Pesquera September 10, 2004 SAN JUAN (AP) – The Movement for Honorable Statehood is divided over awarding its vote to the defeated New Progressive Party (NPP) candidate for governor, Carlos Pesquera, or Popular Democratic candidate Anibal Acevedo Vila. Group spokeswoman Lourdes Espinet said, however, that there is an agreement not to award the vote to NPP official candidate Pedro Rossello. "We do not know right now the person we are going to vote for. We know that it is not Pedro Rossello. There is a division in the movement between those that are going to "write-in" Pesquera or vote for Anibal Acevedo Vila," Espinet said in a newspaper interview. Espinet said that neither side rules out abstaining from the Nov. 2 elections, but that the objective of the group is to defeat Rossello, who was Pesquera’s boss while he was governor (1993-2000). Pesquera served as Transportation and Public Works secretary. Agreement Is Signed To Increase Agricultural Economy September 10, 2004 SAN JUAN (AP) – With the intention to increase the agricultural economy of seven farming regions, the Agriculture Department on Friday signed contractual agreements with 148 farmers and ranchers. The total of the agreements exceeds $6 million, to be reimbursed by the agency’s Infrastructure Program. Francisco Aponte Rivera, undersecretary of agriculture, said that the infrastructure program was created to maximize the productivity and agricultural efficiency of the land, as well as rehabilitate and develop an infrastructure with systems of irrigation and drainage. "Farmers in the seven regions will benefit from these funds with so many improvements in public as well as private lands," he said in a statement. According to Aponte Rivera, during his current four-year term the program has approved reimbursements of more than $59 million for more than 1,000 cases. Hispanic Heritage Month Celebrated Ana Gershanik September 10, 2004 It is time to start celebrating Hispanic Heritage Month, which officially starts Wednesday and lasts through Oct. 15. Of course, the Hispanic culture permeates the U.S. lifestyle throughout the year, as can be seen in the entertainment world and elsewhere. The United States has the fifth-largest Spanish-speaking population of any country after Mexico, Spain, Argentina and Colombia. By 2010, it will have the second-largest after Mexico, according to some studies. It is significant that the importance of the diverse Latino culture has been recognized by the U.S. government by proclaiming a special month during which Hispanic communities throughout the country, along with the rest of the population, take a special time to celebrate their heritage in a distinctive way.
