Please help me understand the words you attribute to Governor Caulerón:

"The Puerto Ricans who are there lobbying and who are allying themselves with (Sen.)Inhofe and (Rep)Hansen (supporters of the Navy's indefinite stay in Vieques) are traitors to Puerto Rico", said a very angry Calderon.

Does this mean that the Governor thinks of herself as Governor of a foreign nation, separate from the U.S.? How else can a Puerto Rican be a traitor when supporting a policy that represents all Americans who are citizens of the U.S.?
