The people of Puerto Rico voted 2-1 to prohibit the U.S. Navy from practicing on a Navy base on the island of Vieques . This is not in the best interest of the security of the nation.

Puerto Rico has let us know that the security of the United States is not their concern. Only sovereign nations and states can take such a position. That is called foreign policy. Puerto Rico is not currently a sovereign state, but its vote shows that it is to be considered one.

Puerto Rico should be granted immediate independence so it can develop and pursue its foreign policy with every other sovereign state. It's clearly time for us to part.
